John Lee, the Secretary for Security of Hong Kong, attended the meeting of the Legislative Council Panel on Security to introduce the bill. At the meeting, pan-democrats expressed concern about the amendments and proposed a few amendments which were negatived. A pro-establishment council member, Chow Ho Ding of the DAB, moved a motion in support of the amendments proposed by the Security Bureau, which was passed with 17 votes in favour and 12 votes against.
