The Hong Kong Bar Association made its third observations on the Fugitive Offenders Ordinance, and provided a handy guide for the public to understand the controversy over the legislative amendments. The observations said the amended Mutual Legal Assistance in Criminal Matters Legislation will have a broader definition of "double criminality", making it easier for Mainland law enforcement agencies to request legal assistance from Hong Kong and facilitated the Mainland to conduct criminal prosecution.
