Description:

Palpatine declares the Republic, which had long become corrupt and insular, and neglectful of any world outside of the Core, will be reorganized into a peaceful and equal Galactic Empire, with himself as Emperor. He promises to expand the helpful hand of the Empire to all the worlds of the Galaxy, not cage them off as "beyond the edges of the map." He also announces the reorganization and massive expansion of the Navy, to act as a peace keeping force with a presence on all worlds.
