- state was too weak to enforce all price regulations, but the price of bread in Paris was fixed
- people put to work; they produced arms and munitions
- government dictated what was produced
- many workshops were nationalized
- raw materials and grain were requisitioned
economic reforms of second revolution → emergency form of socialism
- Europe was scared!!!!
