Female Activist Dorothy Dix gave a rousing speech detailing the treatment of the mentally ill in prison. She says that the patients who are supposed to be receiving help are actually being mentally and physically abused. They are held in cold and damp rooms with no conditioning. And they are brutally tortured by the guards if they misbehave. Her findings convinced the government that they need to build mental hospitals instead to get better help for them.
