Meanwhile, while this was going on, Napoleon from France was waging war against most of Europe. In 1800, Napoleon took Louisiana from Spain, and made it into a colony of his own. However, an independence movement in Haiti made the land less valuable. Jefferson was already interested in buying New Orleans for 10 Mil, but Napoleon offered him 15 Mil for the entire Louisiana territory. *However, the constitution gave the President no authority to buy land. No court cases ever came out of this, however, and Jefferson moved forward.*
