Description:

Bismarck wanted to prevent war between Austria and Russia as the war could affect Germany as well. He hosted the Congress of Berlin to help ameliorate any problems between the two countries. The results of the congress (Bulgaria being divided into 3 smaller states) made Russia unhappy. This resulted in Russia withdrawing from the Dreikaiserbund and Germany introducing tariffs against Russia's imports.
