Description:

Even after two acts of neutrality, the third occurred, after a heated debate in Congress. This happened in November 1939, when the last Neutrality Law was passed. This law lifted the arms embargo and placed all trade with belligerent nations in terms of "money and transportation". The loan ban remained in effect and American ships were unable to transport goods to warring ports. They tried their best, to keep the safety of WWII, but didn't succed.
