On August 31, 1935, congress passed the first Neutrality Act. With the objective to forbid the export of "arms, ammunition, and implements of war” from the USA to other nations at war. Requiring arms manufacturers in the United States to apply for an export license. The first Neutrality Act, the first act to keep USA away from conflict.
