The Intolerable acts (March 31st) were put in place to punish Colonists. The Massachusetts Government act was included in these, but also includes The Boston Port Act, Administration of Justice Act & the Quebec Act.
The First Continental Congress (September 5th) included delegates from 13 states and was convened to address the acts that the King and Parlement had put in place.
