Description:

The Educational Excellence for All children Act of 1999 was the reauthorization of the 1965 Elementary and Secondary Education Act (ESEA). This reauthorization reaffirmed the important role the federal government has in education. It started taking the focus off of equal access to learning and changed more to emphasize the expectations of equal outcomes, which were to be measured by standardized tests. It improved teacher training programs, increased accountability, focused on LEP students learning English and reaching the same academic standards as non-LEP students, and provided grant funding for programs that promoted effective instructional practices.
