Federal government put a stronger focus on standardized testing and accountability and shifted away from bilingual education that the Bilingual Education Act of 1968 put into place for students. Main two goals for ELLs: English language acquisition and accountability.
2002 - No Child left behind Act was signed into law by President Bush. NCLB act was an update for the Elementary and Secondary Education Act for the federal government to hold acceptability for others
