* Churchill had been replaced by a new Prime Minister halfway through the conference so the conference was dominated by suspicion of the new Prime Minister, Clement Attlee.
* The three leaders disagreed over what to do with Germany because Stalin wanted to cripple Germany completely to protect the USSR against future threats and to make up for the large devastation in Russia caused by the war. However, Truman reluctant because he did not want to repeat the mistake of the Treaty of Versailles.
* They also disagreed over Soviet policy in eastern Europe. Stalin had one agreement from the Allies at Yalta to set up pro-Soviet governments in eastern Europe but Truman became very unhappy about Russian intentions and was resistant.
