일제가 독립군을 색출하기 위해 만주 군벌과 맺은 협정으로, 만주의 중국인에게 돈을 주고 한국인이 무기를 가지고 다니거나 단체를 가지거나 하는 걸 막아서 일본 경찰에게 넘기도록 했음. 독립운동가도 체포하게 하고(밀약)
