Decree was passed establishing the freedom of press (again) by stating that nobody could be molested because of his opinions, and that anyone had a right to print and circulate them without prior qualification or censure. However, it defined abuses as any attack on the government, persons of the archduke, or members of the reigning dynasty, false or alarming news, doctrines designed to excite rebellion or disturb public tranquility, or protests against the law or authority, writing against morality, religion of the state and private life. Basically, censorship. And with the new law in place, the newspapers could not criticize the new decree without seeing major consequence.
