Description:

The Joint Chief of Staff tells Kennedy that there is no guarantee that all missile basis can be destroyed in a US bombing raid. Kennedy decides to not move ahead with the first-strike option. He speaks to the American people about the 'nuclear crisis' in Cuba. Quarantine is officially announced against Soviet and Warsaw Pact ships sailing into Cuba.
