President Kennedy is advised that the Soviets have missiles sites in Cuba. Kennedy establishes the Executive Committee (Ex Comm) to advise him. They advise a blockade or 'quarantine' of Cuba primarily by sea to stop the movement of all offensive weapons and materials in Cuba. This begins the 13 day crisis that we call the Cuban Missile Crisis
