Google buys youtube for $1.65 in November 2006 because Youtube was only 8 years old, and was still not earning profit, so google bought youtube to keep it alive. The deal also helped legalize video streming, and it gave google another revenue and marketing arm. Google also provided safeguards to detect pirated videos as a red flag and delete the videos.
