| WHAT: |New labor system: emancipated slaves must sign labor contracts w plantations, who took an oath of loyalty that the slaves would be paid wages, provided w education, free of physical punishment, and families safe from disruption of sale. | EFFECT: | Neither side satsifed. blacks = mad they still have to work for whites under contract, whites = mad that w/o whip the blacks wont always listen. YET, few provided other options/systems.
