jul 17, 1862 - Confistaction acts deployed by Congress.

Description:

In the midst of a raging war, Congress, who was run by president Lincoln and the republicans (anti-Slavery), passed acts that would ensure the survival and safety of escapees from slavery.

The acts allowed slaves to "bypass" the fugitive slave law in order to truly be free. They also forced the imminent freedom of all slaves pertaining to a confederate that failed to surrender within 60 days.
