Many years prior to the Civil War, The United States was completely immersed in the idea of slavery. Northern states relied heavily on slave-made products to ship for international profits.
The law was made in order to retrieve any run away slaves. The law stated that any Slave that escaped their confines in their master's hands, would be mandatorily returned to their master.
