Description:

None of the riots was organised by any group and most of the people who took part were young African Americans
City authorities blamed the influence of Black Power, but the 1968 Kerner Report - set up to investigate the riots - said the riots had been caused by:
Frustration and anger at the poor living conditions in the ghettos caused by segregation and discrimination
Failure of the police and city authorities to respond to reported problems
Unfair treatment, and sometimes violence, by the police whose use of extreme violence during the riots made the situation worse
The Kerner Report recommended setting up more social programmes to deal with these problems
However, Richard Nixon became president in January 1969 and these recommendations were never followed up
