Because of media reporting, international nations such as the U.S., France, and Britain assume the the GDR has opened its borders. Unbeknownst to the Soviet Union because of its lack of media network, events continue without interruption. At midnight, a distinct choice was made by the GDR's Soviet ambassador to not inform Moscow for fear of its reaction.
