By 9:30pm, between 500 and 1000 people have gathered at the Berlin Bornholmer Strasse central checkpoint crossing. The armed border guards, lacking instruction from the full chain of command decides to begin allowing some of the most disruptive individuals through in a "valve solution." The guards' challenge is that they are instructed to use deadly force against those leaving; however the mass of people is too large to use their AK-47s against.
