Description:
Johnson told the american public that North Vietnamese torpedo boats had attacked two US destroyers patrolling the gulf of tonkin. Johnson claimed that these were unprovoked attacks on the U.S. ,so he got congress to pass this resolution to give him permission to take all necessary measures in the Vietnam war.
