The Proclamation speaks of the ongoing war with Germany and Austria, but references that people from or with German and Austrian ancestry were living in Alaska, and calls on Alaskans to "exercise sound judgement and forbearance, and no word or deed on the part of American citizens should operate to incite racial feeling or create prejudice against those who have come to the Territory..."
