Description:
This act nullified Johnson's programs and divided former Confederate states into 5 military districts (not TN)
Each former Confederate state had to hold another constitutional convention, creating a new convention that gave right to vote to all adult male citizens regardless of race, and it had to ratify the Fourteenth Amendment before it could pass
