Description:

Johnson announced that North Vietnamese torpedo boats had attacked the two U.S destroyers patrolling the gulf. Johnson claimed that these were unprovoked attacks on the U.S. So he got congress to pass the resolution to give him permission to take all necessary measures to repel an attack. This was not a declaration of war but expanded it.
