The Strategy was published in May 2011 and publicly launched by the Minister for the Cabinet Office, Francis Maude, in July 2011. This was a framework for a range of workstreams, all of which had the ultimate aim of reducing the cost of government construction projects by 15-20% by the end of the then current Parliament.
Amongst a range of initiatives such as elimination of waste, new methods of procurement, value for money, and benchmarking, the adoption of Building Information Modelling (BIM) played a central role within the strategy. The achievement of BIM Level 2 on all centrally procured HM Government projects by April 2106 was a central theme along with Soft Landings.
