A new law reform, which angered landowners, had declared that they were planning to redistribute the land mostly in central and southern Spain. The main purpose of this law was in order to help solve problems with poverty that was impacting the rural regions of Spain. The guidelines of the Agrarian Reform Law were that landowners were able to keep only up 23 hectares of land and if they had any remaining land then it could be bought by the Institution catered towards Agrarian Reform. That institution would then take the surplus amount of land from the owners and try to redistribute it to other workers/farmers who had no land. The Agrarian Reform law was created to help increase employment in Spain, promote equality, and help boost and improve the economy of Spain. Plus the majority of the population in Spain were part of the agricultural area. Although the Agrarian Reform Law wasn’t very successful because the Institute for Agrarian Reform was poorly funded and organized, the government didn’t have enough power to enforce the laws, and most landowners refused to obey the laws. Therefore the Agrarian Reform law wasn’t able to achieve their goals of equally distributing land and this upsetted the rural supporters of the Second Republic.
