The RPF and Habyarimana's Hutu government agree on peace negotiations, called the Arusha Accords and signed in Tanzania, of a coalition. Either a Hutu or Tutsi could have a position in the government and Tutsi refugees can return to Rwanda. The accords were an attempt to end the civil war, though they failed and led to the 1994 genocide.Added to timeline:
