Description:

Belgians established an ethnic classification system of racial categories via identity cards designating people as Hutu, Tutsi or Twa. This is comparable the Canadian government's failure to recognize the country's separate groups of First Nations, Metis and Inuit and the Pass System. This was a facilitator of internal conflict and genocide in post-colonial Rwanda. The Belgians felt that they carried the "White Man's Burden" and took it upon themselves to right what they thought was out of place, and so created the government-issued racial cards. The Hutu people would be restricted in their freedoms, such as leaving their homes, whereas the Tutsi were allowed better treatment.
