According to the Treaty of Versailles, Rwanda was subjected under the control of Belgium both directly and indirectly. Germany, its previous colonist, and Belgium established a system of societal class among Rwanda's Indigenous peoples, the Hutu and the Tutsi, the former restricted with privileges and education that the Tutsi were provided with. Much of this bias of treatment from the settler population caused Indigenous groups to turn against each other and, ultimately, factor in massacres that would arise in later years.
