Treaty of Westphalia is a series of peace treaties that signed between May to October in 1648. These treaties were signed due to ending the merciless wars, especially the Thirty Years War and Eight Years War.
Treaty of Westphalia was the first time that people brought the idea of "co-exist sovereign states". According to the treaty, each state respect other states' sovereignty, and there was the principle of "no intervening of other states' domestic affairs".
The concept of human rights is not revealed in this Treaty. On the contrary, the treaty focused on the supreme power of states. In this case, we can imagine humanitarian intervene will not happen at that time. The bordes of states were hard and the central power was held by the states.
