The Washington conference was called by the US as they wanted to limit naval arms race such as construction on battleships, battle cruisers, and aircraft carriers. These Cruisers, destroyers and submarines were limited by weight to 10,000 ton however no by number, as well as work out a security agreement in the Pacific area. It resulted in singing many treaty agreements major and minor the United States, the United Kingdom, Japan, France, and Italy known as the five power. Years later it was modified but Japan and Italy didn’t agree nor sign it. London and Germany treaty that due to the treaty of Versailles they would no longer adhere along with Italy dropping out of the negotiations. When Hitler was elected the German forces rebuilt their army with all new military beginning WW2.
