David Makov, who is an investment advisor, is charged for helping create Blips (bond-linked issue premium structure) a fraudulent tax shelter that admitted wrongdoing with KPMG in 2005 (look at first tab), he pleads guilty and introduces more information on the tax shelter case in exchange for a reduced sentence he also agreed to pay a 10 million dollar penalty.
