The Washington Naval Treaty was created to limit naval construction.
The main reason that the Allies signed and establish the Washington Naval Treaty was to relieve tensions that were being more prominent in East Asia. Another cause of the Washington Naval Treaty was to prevent any further war. A major effect of the Washington Naval Treaty was that it hindered and even completely stopped smaller nations from being able to purchase ships that they needed for their defense.
