In 1971, the New Zealand Maori Council through its magazine Te Maori, published an article by M Austin of Auckland University, which discussed whether the statistical target of 1,600 dwellings per year set by the Hunn report to eliminate the. backlog and keep up with the population increase, was met. The report shows that while the Hunn report recommended a total supply of
13,000 dwellings between 1961 and 1971, there were 12,903 dwellings provided, thus the target was met. Of the 12,903 houses provided 940 were from the pools of under-utilised state houses which were made available to Maori families between 1960 and 1965, while 1,622
were provided by loans from the State Advances Corporation and 3,044 were rented from it. The Department housing programme provided the remainder of 6,297 houses.
By the early 1970's it was felt by the Department that the critical shortage in Maori housing highlighted by the Hunn report was reasonably met and the Department's housing programme was adapted to suit the special needs
of Maoris. This was achieved by two means . The
first was that all applicants for the Department's
loans who would qualify for the ordinary State (SAC) loans were referred to it . Since the early 1970s, about 50% of the applicants have been referred to the State Advances Corporation but unfortunately the State Advances Corporation on becoming the New Zealand Housing Corporation, stopped recording the number of loans made specifically to Maoris . The second method was that the Department itself engaged in special projects which resulted from the characteristics of its clients.
