David Wilmot was a Pennsylvania Congressman who created the Wilmot Proviso. It was an amendment to the appropriations bill by James Polk so they could gain funding for the Mexican-American War. David proposed it stating that slavery from all the territories the US gets from Mexico should be banned which included California.
