Description:
David Wilmot was a Pennsylvania Congressman who created the Wilmot Proviso. It was an amendment to the appropriations bill by James Polk so they could gain funding for the Mexican-American War. David proposed it stating that slavery from all the territories the US gets from Mexico should be banned which included California. That opened the topic and debate for the problems of slavery.
