Description:

British law that was not enforced until after the period of salutary neglect
1650: any ship carrying goods to and from america or england had to be english built and have a majority english crew
Enumerated goods:
Colonists can only by certain manufactured goods from england
Non-english goods had to be shipped to england first to be taxed and then could be sent out to the colonies
