Popular Sovereignty which was introduced by Senator Stephen A. Douglas was the idea that, Garrison (2017) ¨Redisnets of a territory, and not the federal government, should be allowed to decide on slavery within their borders.¨ This idea would have worked, however the influx of non-inhabitants to the state to sway the decision of pro or anti-slavery.
