Description:

Recommended a national health insurance plan but the lack of attention to disease and injury prevention disappointed the public health field. Dr. John E.F. Hastings of the School of Hygiene at the University of Toronto described the report’s oversights, such as the social aspects of health, problems related to aging, non-prescribed drugs, environmental aspects of health, and income maintenance during periods
of ill health. The report paid little attention to the importance of preventive medicine and health promotion and community health programs. Hastings noted the report overlooked the need to re-orient health promotion and prevention as central features of medical education while maintaining an outdated concept of public health, restricted to the areas of communicable disease control, environmental sanitation, and facilitating
medical care in outlying areas.
