Created the 'Urban Fence. The urban fence is the first example of Auckland imposing Metropolitan Urban Limits (MULs). MUL’s, as a containment or growth management technique (to define the area where “urban” development can and can’t occur.
The 1951 Plan also directed its concern towards integrated regional planning and urban efficiency,
and it promoted neighbourhood development within the urban fence whilst at the same time favouring a predominantly car-based transport infrastructure because of the city’s already dispersed form.
