The BNA Act was [assed by the British parliament in March 1867. It had been drawn up by the Canadian Fathers of Confederation to serve as the written constitution for the new dominion that Act created.
* Divided powers between the two levels of government in Canada
*Education was important to the Fathers of Confederation because control of the school system meant control of the socialization of future generations
*Made cities the responsibility of provincial governments. The provinces then enacted municipal acts, which gave cities the authority to provide basic services and to pay for them by leaving property taxes and imposing service charges. The ability of a city or town to pass local laws, known as bylaws, was strictly limited by the provincial legislation that created the municipality.
