Description:

In the aftermath of the Mexican-American War, conflict rose as to whether the new annexations and land grabs would constitute free states. To this end, Congress (largely swayed by the mediation of Henry Clay) adopted the following policies:

The New Mexico and Utah territories could decide on their own to be slave or free;
California would be added as a free state;
The slave trade was effectively banned;
Northerners had to assist in recapturing escaped slaves who had gone to the North.

Sectionalism brewed, because the policy introduced laws that were unpopular with both northerners and southerners.
