Description:

This was the first reauthorization of ESEA and aimed at increasing accountability among local and public schools. It was unsuccessful from the start due to unrealistic standards of achieving 100% proficiency, which no school was able to reach in the time it was in effect. Achieving adequate yearly progress (AYP) aspect made funding unavailable to many schools and it promoted teaching to the test. This has now been replaced by the Every Student Succeeds Act (ESSA).
