This was signed during the Obama administration and was a reauthorization of No Child Left Behind. Among other things, this allowed states to regain flexibility from the federal government and deemphasized testing on ELLs. It allowed initial test exclusion for some newly arrived students, which wasn't allowed with NCLB. However, ESSA doesn't provide funds for additional support for professional development of ESL teachers.Added to timeline:
