The US military disinvited China from participating in the 2018 Rim of the Pacific exercise in Hawaii. According to the US Defence Department, actions in the South China Sea that 'run counter to international norms and a pursuit of free and open seas' led to the decision in barring the People’s Liberation Army Navy (PLAN) from participating in the exercise despite its participation in previous years, as China’s behavior in the disputed waters were 'inconsistent with the principles and purposes of the RIMPAC exercise'. China previously participated in the exercise in 2014 and 2016. The decision drew a stern response from China, who said the US decision was 'non-constructive'.
