it happened due to mexico and other nations not thinking that The U.N was going to create a more fair international order so to combat the united nations they created a more fair international organization with voting and solving international security issues with no security council and rotation and countable votes along with the "government rule" which stated no coups and if there was a coup it was the leagues mission to reinstall the democracy of the country
