Description:
Mezentsov in January 1878 proposed to launch counter-revolutionary propaganda in Russia, through a printed word among the common people, and in more educated layers through “circles with the aim of hindering the further development of revolutionary ideas” [4] . This project was rejected as unnecessarily bold, but Mezentsov’s proposed strengthening of the network of secret agents, introduced into revolutionary circles and accountable only to the Third Division, was supported and 400 thousand rubles were allocated for this purpose.
